The number of Azerbaijani prisoners is decreasing every year compared to other countries, Azerbaijan's ombudsman said.

Signing pardon orders shows that that every citizen is important for the Azerbaijani state, Ombudsman Elmira Suleymanova said on March 18.
"Despite the fact that the freedom of these people is limited, their other rights are protected and each of them is very important for the state," said Suleymanova.
The Justice Ministry Penitentiary Service has started implementing the president's pardoning order.
According to President Ilham Aliyev's 47th pardoning order signed in March 17, 69 prisoners were freed.
As many as 5,029 people have been pardoned in Azerbaijan since 1994.
