Similar actions of intolerance and discrimination concerning Moslems are the shameless and irresponsible provocation breaking peace relations between various religions and communities.

This terrifying act is one of the worst forms of extremism which offend feelings of millions Moslems all over the world.

In no case offensive character of this act doesn't justify violence and murder of innocent people.

It brings to nothing all efforts of the international community, including OSCE, on restoration of Afghanistan, the partner of OSCE in cooperation.

It brings to nothing all efforts of the international community, including OSCE, on restoration of Afghanistan, the partner of OSCE in cooperation.

All responsibility for its serious consequences completely lies on those who couldn`t prevent it.

Recognizing that the freedom of speech is a democracy corner stone, we state that it should be balanced with necessity of struggle against intolerance and discrimination and assistance to mutual respect and understanding among Moslems, Christians, Jews and representatives of other religions. Thereupon, we mark important role of communal and religious leaders in tolerance and mutual understanding advancement.

We urge the corresponding governments to pay steadfast attention to performance of our general obligations in the field of tolerance and non-discrimination, stipulated in the Helsinki Final Act of 1975, the Parisian Charter for New Europe of 1990, the Charter of the European Safety of 1999, and also in many resolutions of Ministerial Council and Permanent Council".
