Azerbaijan's ruling party clarifies issue of formating army on contractual basis

The ruling New Azerbaijan Party (NAP) has clarified the issue of forming the army on a contractual basis.

"Such a voluntary based army operate only in five countries in both the European Union and the world," NAP Deputy Executive Secretary and Parliamentary Security and Defense Committee member Siyavush Novruzov said "The unresolved Nagorno-Karabakh conflict and occupation of Azerbaijani lands make it impossible to implement this task in the country."

"The transition to such a system is possible only after the liberation of Azerbaijani lands and signing of a peace agreement. But even then, it would be wrong to completely move to a system of the army formed on a contractual basis. This process should be implemented in phases," Novruzov said.

He expressed an unequivocal attitude in respect of the issue of implementation public control over the army in Azerbaijan.

"A public control over the army is recorded in many countries, but the Azerbaijani army is face to face with the enemy forces. The implementation of control functions over the army by any public organization in Azerbaijan is a difficult question. The matter is the types of weapons, army positions and other matters. Nobody can guarantee that we can trust the representatives of public organizations and that they will not forward information, " he said
