Azerbaijan prepares framework agreement for its citizens' social protection in other countries

The State Social Protection Fund of Azerbaijan (SSPF) has prepared a draft framework agreement on social protection of Azerbaijanis residing in other countries, SSPF chairman Salim Muslimov told journalists on Tuesday.

"This agreement has been considered by the appropriate authorities, including by the Foreign Ministry. It is ready and will be submitted to the countries, where a great number of Azerbaijanis reside," Muslimov said.

He said it is expected to sign a preliminary agreement on mutual assistance between the SSPF and the Moldovan National Social Insurance Office in Baku on Wednesday.

"An agreement will be signed with Moldova, which will exactly indicate the spheres where we will cooperate, after which we can skip to an agreement on mutual recognition of pension rights. This agreement will indicate the form and amount of pension to persons who previously resided in Moldova, then moved to Azerbaijan, and vice versa," Muslimov said.

He said now negotiations are underway to sign such agreements with the Czech Republic, Belarus and Russia.

"We already have similar agreements with the social insurance organizations of Ukraine, Poland and Germany," Muslimov said.

He said due to intensifying of migration processes appeals to the SSPF regarding pension granting increase.

"For example, many persons, who were Azerbaijani citizens before, reside in Russia, from whom we get many requests regarding granting them pensions. Meeting those demands is a big job. Therefore, agreements must indicate criteria and specify which requests should be answered," Muslimov said.
