Skype communication between prisoners and relatives may be allowed in Azerbaijan

The Azerbaijani legislation does not allow prisoners to contact with relatives through Skype.

The International Committee of the Red Cross (ICRC) has proposed to use Skype for foreign prisoners to contact with their families, Deputy Justice Minister, the head of the Penal Service Madat Guliyev said.

"The prison is a closed facility," he said. "The talks between prisoners and other countries through Skype contradict the legislation of Azerbaijan".

"If the Azerbaijani Parliament takes a positive decision on this issue, the funds will be allocated and the computers will be bought," Guliyev said.

He said that most foreigners, serving sentences in Azerbaijan, are citizens of Iran. Their number is 180 people.

"Some of them are extradited," he said. "They are sent to serve sentences in their countries".
