Behbudov told the APAthat OSCE Office initiated this proposal. The representatives met with five lifers-Elchin Amiraslanov, Ali Guliyev, Safa Poladov, Arif Kazimov and Bakhtiyar Jafarov in the jail.
He said that hunger strikes, demands of lifers caused the monitoring in the jail.
The chief of the Committee said that the lifers they met with appealing against the decision of the court said they were not allowed to appeal to European Court for Human Rights for commuting their punishment to 15-year imprisonment. The detention condition of the lifers and their dining-room was also examined.
Behbudov said that serious shortcoming was not discovered during the monitoring. He said that monitoring in such composition is due to be held in other detention places.
