Azerbaijan's secondary schools to be monitored for plagiary textbooks

The State Students Admission Commission (SSAC) of Azerbaijan will conduct monitoring on the plagiary textbooks in secondary school, said SSAC chairperson Maleyka Abbaszadeh in her interview to APA while responding question on the textbooks in the secondary school of Azerbaijan.

She said that plagiarism in the textbooks for secondary school due to definite subjects and parts was revealed during the researches of SSAC: “We have said these to the authors but they had never confessed. To avoid plagiarism the author must indicate that this text was taken from such textbook or literature. Our goal is not to reveal the plagiarism, because there is special state organization – the Copyright Agency in connection with this. There are famous textbooks of define famous authors. There are such classic textbooks that there is no need to develop it, because it is impossible to write it better than this. They must be translated into Azerbaijani. The monitoring commission will work due to textbooks for secondary schools. Of course, we will raise issue on plagiary facts and will address relevant agency in connection with plagiarism textbooks.”

SSAC chairperson commented on issue about the textbook of department chief of the Ministry of Education Tarana Hajiyeva titled “Introduction to the theory and practice of educational tests” was plagiary: “This is not a textbook, it a monograph. The public became aware of the fact that it is a completely plagiarism, but we knew this long ago. What can I say, let the public will appreciate this fact.”

Abbaszadeh said that the SSAC was entrusted to conduct monitoring of textbook in secondary schools with the order of the President. The SSCA has created a special department due to monitoring of textbooks: “We have submitted proposals to the Commission on Public Service that they announce admission to the vacant places of these departments. But this department will start to work on September. At first, rules of monitoring of textbook and legal normative base will be prepared. We will send these rules to the Ministry of Justice for registration. At the same time the rules of monitoring will concern to the new textbooks, didactic and teaching materials. Now we will conduct monitoring on textbooks in all subjects, including textbooks in grades 1-4. During this period I have had conversations with many famous scientists. For me, it was also important to their opinions on curriculum and textbooks. It is especially necessary to hold discussions to remove defects due to the teaching of Azerbaijani language.”
