Head of the Political Forecasting Service of the Center for post-Soviet Studies Alexander Karavaev commented on the upcoming informal meeting of heads of Caspian littoral states in Aktau.

“As far as I can tell, the main matter to be discussed at the meeting is establishing economic cooperation organization of the countries of the Caspian Sea. I think strong diplomatic efforts has been made for this task for the last 2 months,” Karavayev said.
Karavayev also commented on the fact that the meeting will be held without Iran’s participation.
“Representatives of Iran are quite tough negotiators. Initially, this could prevent creation of such an organization. This is one reason why they were not invited to the summit. Apparently, they decided to launch this organization by the three countries, plus Turkmenistan, which has shown interest in different projects on the Caspian Sea,” Karavayev said.
“Azerbaijan, Russia and Kazakhstan will be pioneers of a new organization. They have signed bilateral and tripartite agreements. They have no judicial disputes,” the expert added.
“As to the remaining questions, I think they will be discussed as less important matters. There everything is interconnected. If heads of Caspian littoral states participate at such a meeting, of course, a very large number of questions arise,” he said.
