
"Observers should immediately inform the Central Election Commission about the violations in poll stations. Generally observers should know their duties alongside with their authorities. In most cases we can’t take measures because applications submitted to CEC several days later don’t base on the facts", said Mazahir Panahov, CEC chairman at the Commission’s meeting on Friday, APA reports.
He said observers had their authorities and duties as well and in this regard they should work transparently.
"Azerbaijani laws and international standards demand it. This issue should be submitted to the public community. It deals with both local and foreign observers. The observer should inform at first the chairman of poll station about the violation".
Panakhov said it was important to determine this mechanism and to prepare law-governed instruction.
"All complaints sent by the observers to district and central election commissions should base on the facts. Otherwise it creates difficulty to investigate these facts". CEC chairman said they scheduled together with the Council of Europe joint seminars for observers.
