
"The address of the European conscience has been lost long before and is unknown to anyone", this expression of German writer Max Nordaw is most suitable for assessment of the position of the International Mission of Observers, which declared that presidential elections in Armenia were "mostly, in line with international commitments".
Idea profanation
First of all, the Organization for Democratic Institutes and Human Rights of the OSCE was initially created for assistance in elections. The idea was initially positive. But time showed that all positive initiatives can be spoiled by the existing policy of "double standards", which has been successfully implemented by Europe towards countries it wants to suppress or encourage.
In other words, we observe profanation of initially quite a positive idea, under which the officials of the ODIHR not only monitor the elections, but also assess the whole political system of the country of elections, its constitution and other legislative acts.
It means that the activity of the organization has expanded from observing into monitoring of electoral procedures on the territory of sovereign countries. And the most interesting is that OSCE ODIHR considers its assessments to be the "truth of the final instance", acts on basis of regulations, it creates itself, which have not been coordinated by the OSCE member-states.
But it is even more surprising that by its reports on the results of elections and election situation in this or that country, the said organization tries to create a positive or negative opinion in the world, depending on the task set. This is really astonishing, as ODIHR, which is one of the OSCE structures, that is the organization, financed from the membership fees of its members, including those of Azerbaijan, Georgia and Armenia, does not have a right to use its status for its conjuncture purposes.
Unfortunately, the situation is quite opposite. It would be enough to recall results of the recent urgent presidential elections in Georgia and observe position of the OSCE ODIHR upon completion of presidential elections in Armenia, to understand that the said organization, created to ensure transparency of elections, is turning into a subsidiary of a local Central Election Commission. In this case, one involuntarily agrees with the statement of President of Russia Vladimir Putin, who recommended to the said organization, to make efforts to improve quality of the first meal, prepared by their wives.
Insignificant trust to infected Europe
Today we observe the development of events in Armenia, where presidential elections prove that the population of the country start to understand that the regime of the country, they live in, do not promote its development. This means that all of us have a hope an insignificant belief that in the future, the "Karabakh dynasty", ready for everything to have a right to rob its country in the future, hinder its development and hamper the establishment of peace in the whole South Caucasus, will be overthrown by those, who are currently in the streets of Yereva and who wants better future for its country.
No doubt that the position of the OSCE ODIHR might change with the rise of protest by the citizens of Armenia, who will be ready to protect their choice and their right to define the future of the country. We have been witnesses of cardinal changes in the OSCE ODIHR position in period of "orange revolution" in Georgia from the standard assessment "On the next step to democracy", to sharp critics of the results of elections. But this is not the main point. Unfortunately, those who are responsible for supporting justice and democracy, are not killing Armenia's hope that the country is not worthy of its being regulated by criminal elements, terrorists and murders, who carry out the policy of national hatred to neighboring people.
We are witnesses of the gradual transformation of the Institute of Observers into the instrument of political pressure, restriction of the freedom of citizens. The statements of Tomas Grunert, representative of the delegation of monitoring mission of the European Parliament for observation of presidential elections, who said openly that the Armenian side was hospitable towards the mission, are really cynic.
This is said because we have become witnesses of that senior officials are also subject to corruption.
Moreover, Europe, which intendsto impose democracy on the post-Soviet area, has almost legalized the corruption of senior officials. It should be reminded that the rise in prices of oil in the mid 1970s caused chronic deficit of external trade balance. The balance of the external trade has then became a magic indicator and the ideology of sales suppressed the weakening morality and other ideas.
In order to compensate for insufficient competitiveness of its enterprises on the external market, the French government, followed by the leadership of other European countries, allowed briberies, officially called commissions, if intended for a foreign official, in 1977.
Thus appeared aright for legal bride of the heads of states, ministers and other officials of any country, to win the competitive fight by a loophole in the tax legislation, allowing to reduce the taxed incomes by the amount of the bribery.
C'est la vie, like French people say. It demonstrates that Europe is infected with double standards and has no right to demand from others what it does itself. If so, a reasonable question appears: "Does it have a sense to invite observers from Europe for the forthcoming presidential elections in Azerbaijan, if their position is full of double standards, and changes frequently and depends on political conjuncture? Before answering, it would be good to recall the statement of Max Nordaw.
