Venice Commission announced some consents achieved in the talks with Azerbaijan authority

The project will be submitted to Milli Majlis (parliament) after government of Azerbaijan makes amendments to the Election Code in accordance with the advice of council of Europe Venice Commission (VC) given in 2004.
Asociate of VC department of elections and referendums Sergey Kuznetsov announced some consents achieved in the talks with Azerbaijan authority in Strasbourg in his exclusive interview to APA.

According to him, the authority representatives agreed with simplifying some items and abolish some additional and needless requests. Azerbaijan agreed with the suggestion of VC on announcing the initial results of the elections within 24 hours after the voting ends. Azerbaijani side accepted the suggestion concerning putting an end to the responsibilities of observers after the shortcomings on the results of the elections is over. According to S.Kuznetsov, Azerbaijan should find such a way appropriate to advice of the VC. The issue concerning deposit of the candidates was also discussed in the talks. VC considers that, the amount of the deposit is high without any ground. Azerbaijani experts will look into this issue and solve it, too.

However, S.Kuznetsov told that, the project drawn up by Azerbaijan government does not cover all of the suggestions made by VC experts:” It is a pity that, the majority of the advice of the Venice Commission is not reflected in this project .As the matter concerning making amendments to the structure of election commissions was not adopted by Azerbaijani side, it was not even discussed in the final talks. However, the Venice commission announces again that its advice is valid”.

Expressing opinion on the opinions addressed to VC by the opposition for not having participated in the talks, S.Kuznetsov stated the Venice Commission worked with the experts who drew up the project: “Venice Commission is not political organization, we work under legal decisions”.

It must be noted that, the decision made on the basis of commission experts’ opinion regarding the  amendments to Election Code of Azerbaijan will be affirmed in the plenary meeting of VC on June 10-11 and will be presented to CE Committee of Ministers and Parliamentary Assembly. The decision made by the plenary meeting will also be presented to Milli Majlis and submitted to discussion.
