Armenian authorities agree to discuss early elections with opposition

The agenda of the dialogue between the government and the opposition Armenian National Congress included two questions - the holding of early presidential and parliamentary elections, as well as ensuring the civilized rules of competition, the coordinator of the delegation of the ruling coalition David Harutyunyan said, RIA Novosti reported.

"The agenda is formed," Harutyunyan told media. "A subject of discussion will be the questions presented by us and the opposition. Our priorities are the formation of civilized rules of competition."

He appealed to all the journalists to ensure fair and equal coverage of the parties' positions.

Harutyunyan informed that the next meeting will be held on August 4. The procedural issues will be discussed.

The second meeting of working groups on the dialogue between the ruling coalition and the opposition Armenian National Congress was held in Yerevan on Tuesday. It was closed for journalists.

The Armenian National Congress thinks that there is a critical political and socio-economic situation in the country. It proposes to hold early presidential elections in mid. October, and immediately after them - the extraordinary parliamentary elections.

The authorities rejected a format of negotiations proposed by the Armenian National Congress and the possibility of holding early elections.

The next parliamentary elections in Armenia must be held in May 2012, and presidential - in February 2013.

The Armenian National Congress proposed to approve a package of proposals to ensure the legality of the elections, namely to form election commissions by the state, to move to 100 percent proportional parliamentary system, to increase time by five times to conduct free campaign on the Armenian Public Television, to post lists of voters, to ensure an impartial atmosphere on television and radio

A working group formed by coalition parties and consisting of chairman of the Parliamentary Commission on State and Legal Affairs Davit Harutyunyan and chairman of the parliamentary committee on Fiscal Affairs Gagik Minasyan, chairman of the parliamentary committee on European Integration Naira Zohrabyan and MP Vardan Bostanjyan ("Prosperous Armenia" party), Mher Shahgeldyan and MP Khachik Harutyunyan ("Rule of Law" party) participates in the negotiations from the Armenian side.

The delegation composed of five representatives of the Armenian National Congress is led by the coordinator of the Congress Levon Zurabyan. The delegation also includes representatives from the central office of the Armenian National Congress David Shahnazaryan, a member of the Economic Commission of the Armenian National Congress Vahagn Khachatrian.

The Armenian National Congress was established on August 1, 2008. There about 20 political parties and organizations in the Armenian National Congress. The leader of the Armenian National Congress is the first president of Armenia Levon Ter-Petrosyan.
