"U.S. State Department will most likely insist on Bryza's nomination as an ambassador to Azerbaijan"

Interview with James A. Thurber, an honorary professor, director of the Center for Congressional and Presidential Studies at the U.S.-based School of Public Affairs.
As usual, the U.S. presidential candidates during their election campaigns make promises to various communities. Does it impact the country's foreign policy after the candidate is elected president?

Of course, this has an impact on its approach to foreign policy. You know, there is even a special book called the "Book of Promises" in the White House and there are special people who strive to ensure that the promises the president made during the election campaign are fulfilled. This is clear evidence that the promises made during the election campaign impact the State Department. But, of course, promises are not always kept at 100%.

And what about justice? What if a community puts forward an unfair requirement misleading candidates? What should one do in this case?

It happens quite often. For example, Cuban Americans constantly influence U.S. policy in relation to Cuba. That is, in opposition to U.S. foreign policy, Cuban Americans do not allow our policy toward Cuba to change. It's unfair, but it is reality.

And how can a small country like Azerbaijan fight such injustice?

First, you should work with the American embassy in Azerbaijan, and secondly you should work with the Azerbaijani community. You should take consolidated and organized steps. If there are Congress members of Azerbaijani origin, you should work with them as well. There are deputy groups of the Congress, and you need to know whether deputies have interest in your region and you need to work closely with them. If not, you just need to create them. Such groups should come to your country, get acquainted with your problems and discuss these issues after they return. And, of course, the important aspect is the activity of the Azerbaijani embassy in the USA. Officers who deal with political issues must visit the Congress, meet with the heads of the committees and should bring their concerns to their attention of the Congressmen.

Regarding appointment of U.S. ambassador to Azerbaijan, may another candidate be nominated to post of ambassador to replace Bryza, whose nomination was met by resistance from the Armenian diaspora and pro-Armenian senators?

I do not know. But in my opinion, if President Obama has nominated any candidate, that person has passed the appropriate checking process. It is therefore very likely that the State Department will insist on Matthew Bryza’s nomination. New candidates are not usually put forward in such cases.
