Azerbaijani Deputy PM: New UN convention protecting IDPs' rights should be adopted

A new UN convention protecting the rights of internally displaced people should be adopted, Azerbaijani Deputy Prime Minister said.
"The UN must adopt the convention, which protects the rights of internally displaced people. The organization has already adopted the Convention on the Status of Refugees. But the document does not solve the urgent problems of refugees. There is no necessary legal framework for protecting the rights of internally displaced people in the world," Chairman of the State Committee for Refugees and Internally Displaced People, Deputy Prime Minister Ali Hasanov said at the 8th International Ombudsman Conference.

About 1 million people became refugees and internally displaced people as a result of the ongoing Armenian occupation of more than 20 percent of Azerbaijani lands for 18 years, he pointed out. Hasanov said, that the Nagorno-Karabakh conflict, arising from the Soviet period, has no analogues in the world in gross violation of human rights.

About 26 laws, 62 decrees and regulations have been adopted to protect the rights of refugees and internally displaced people in Azerbaijan.

He said that since the beginning of the conflict $3 billion has been spent for the maintenance of refugees and internally displaced people. About $800 million has been allocated by international organizations and the rest part - by the Azerbaijani government, deputy Prime-Minister said.

The unresolved Nagorno-Karabakh conflict promotes the continuation of human rights violations, Hasanov said.

"International organizations must enforce their decisions, develop a mechanism for their implementation", chairman of the State Committee said.
