The amendments call for additional rights for observers, establishing polling stations at military units and voting in general polling stations for servicemen, elimination of procedure of presenting ID card before voting, dismissal of state officers from Election Commission.

It offers deputy and one of the secretaries Central Election Committee to be opposition representative.
