Ministry of Justice, World Bank seal agreement

Government of Azerbaijan and the World Bank have signed an Agreement On financing on the project of modernization of justice system.

The World Bank Country Manager for Azerbaijan Gregory Jedrzejczak and Minister of Justice of the Azerbaijan Republic Fikret Mammadov signed the document.

Mr. Gregory Jedrzejczak, having dwelled on terms and goals of the Agreement, said: "The World Bank has allotted for the $34,6 million worth Project $21,6 million, while the Government of Azerbaijan – $11 million, and the Government of Japan - $3 million, as a special grant."

According to the terms approved by the International Association of Development, the grant was given for 35 years, 10 of which are period of grace.

The document contains such components like installation of computerized system of management for strengthening of this function in judicial bodies, construction and overhaul of court buildings, improvement of the level of archives and employees, easing for citizens the access to information by means of the registration and notary departments.

Appraising the ongoing reforms in judicial-court system of Azerbaijan, Mr. Gregory Jedrzejczak noted that creation of the three-stage judicial system, election of judges by transparent competition, strengthening of the legal base are the results of right policy.

Minister of Justice Fikret Mamamdov expressed gratitude for credit, spoke of the court-judicial system of Azerbaijan. Earlier, in the process of work we had many troubles, the Minister noted, - and this often led to bureaucracy, the court buildings did not meet modern requirements. On instruction of president Ilham Aliyev, in this field were realized cardinal changes, conducted reforms, and re-organized judicial system. And there was launched election of judges on the base of competition.

Fikret Mammadov noted that the Project had been elaborated in short period. Specialists familiarized with analogical projects being realized in other countries.

Participating was at the signing ceremony the chairman of the Supreme Court Ramiz Rzayev and Ambassador of Japan to the country Tadahiro Abe. AzerTAg
