
The Azerbaijani Cabinet of Ministers made amendment to “Exemplary Charter on Special Open and Closed -Type Education Establishments”.
By the amendment, the additional rights were granted to the Commissioner on Human rights (Ombudsperson) and members of her National Preventive Group. According to the annexes made to the rules, the ombudsperson and members of the National Preventive Group of her office can enter the closed training and education establishment anytime, free and without notice and talk with persons detained there, as well as the meet one-on-one with other persons, who can give the corresponding information, with the participation of an expert or interpreter if necessary. At the same time, they can become familiar with all documents proving the legality of their holding in these places, as well as the documents related to the treatment and arrangements for their custody and take their copies, draw up a report, and protocol the process and results of measures taken by it.
