Responsibilities of foreigners and stateless persons in Azerbaijan

If a foreigner and a stateless person commits a crime, administrative or any other violations of law he/she will bear responsibility under the legislation of the Republic of Azerbaijan. In case of violating the rules on staying or transit through the territory of the Republic of Azerbaijan foreigner and stateless person will be drawn into administrative responsibility.


- Living without valid documents or documents giving right to reside in the Republic of Azerbaijan;

-  Violating the employment regulations and breaking the rules defined for registration, moving from one place to another and choosing the place of residence;

-  Avoiding from leaving the country after expiration of staying period.

The State Migration Service and the Ministry of Labour and Social Protection of Population conduct control over the labour activity of foreigners and stateless persons within their competences.

Foreigners and stateless persons must leave the country immediately if their work permit expires or the work contract is breached, otherwise they will be considered illegal migrant.
