City-building and economic activity restricted in Icheri Sheher

The Cabinet of Ministers of Azerbaijan approved regulations about the legal regime of Icherisheher (Old City) Historic Architectural Reserve, which restricted the use of territory of the reserve for city-building and economic activity, the Cabinet sources said.

It aims to save design and ensure security, functional assignment and longevity of the historic-architectural heritage of the Old City.

According to the regulations, lands and constructions in the territory of the Old City are the property of the state and can’t be delivered to the municipal and individual property. If transport movement creates danger for the historic buildings and monuments, an issue regarding the restriction or ban on use of transport means inside the Old City should be raised before the Road Traffic Security Commission under the Cabinet of Ministers.

Any construction, repair and renovation work, which creates danger for the above- and underground monuments, will be prohibited in the reserve’s territory. Construction of engineer-communication lines should be conducted at least 3 m off the fortress walls.

The construction, reconstruction and renovation work not threatening the design, and architecture of old buildings will be conducted by the approval of the Historic Architecture Reserve office. If individuals or legal entities find any archeological item or monument during the construction and repair work, they must inform the Baku Mayor’s Office, Icherisheher Reserve Office or Azerbaijan National Academy of Sciences immediately.

After that the construction work can be continued only in accordance with the National Academy experts’ opinion.
