Azerbaijani official: Citizens should be informed about municipality's funds

Citizen must be informed about how the taxes paid to municipalities are spent, Head of the Azerbaijani Presidential Administration Sector for Regional Administration and Local Government, Ramig Hashimov, said at a seminar held for members of the municipalities.

"The municipalities mainly face problems related to this. Citizen must know whether municipalities receive the paid money and how they are spent," Hashimov said.

He belies it is important that information about income and expenditure of the municipalities was available to citizens to ensure transparency.

The municipal budget expenditures should be made upon citizen’s request.
"Then the municipal budget will increase, citizens will pay taxes and, most importantly, the authority of municipalities in the society will increase," he added.

Hashimov believes that a municipalities’ websites should publicize their decisions through an e-information system.

The Azerbaijani President signed an order in February on creation of the municipalities’ websites by Jan.1, 2014.

Hashimov believes it is important to begin preparations in this direction.
