President Ilham Aliyev: Additional measures are planned to develop country and its regions - UPDATE - PHOTOS

President of Azerbaijan Ilham Aliyev visited country's Zardab region. President first laid flowers at a monument to national leader Heydar Aliyev, then inspected preparation for the construction of the Heydar Aliyev Center. The President was told the facility would occupy a total area of over 1,000 square meters.

President Aliyev met with representatives of Zardab's general public. "Development work in Zardab must be done very well,"said the Head of State, adding he visited the country's regions to inspect construction and reconstruction work. Aliyev was informed of what had been done in the region to solve the people's social problems. Local residents thanked the Head of State for placing importance on developing the country's regions. They also praised the President`s care and attention during last year's floods.

President Ilham Aliyev chaired the meeting dedicated to the development of entrepreneurship in agriculture sector in Karabakh economic area. Opening the meeting, the President described major social and infrastructure projects realized in Azerbaijan for the development of non-oil sectors of Azerbaijan economy and gave relevant instructions.

As part of his visit to Agjabadi region, President Ilham Aliyev attended the inauguration of the 24,5-km-long part of Agjabadi-Garadolag-Kabirli highway which underwent major reconstruction. The Head of State viewed photo stand reflecting the state of the highway before and after reconstruction and familiarized himself with the technical and economic indicators of the road. The reconstruction of the road started last year in November.

President Ilham Aliyev inaugurated a Dairy Processing Plant in Agjabadi region of Azerbaijan. The plant, which covers 2 hectares of area was built to the most modern standards and provided with state-of-the-art equipment. The plant will manufacture and distribute 12 dairy products. The processing capacity of the enterprise is 20-50 tons per day. The plant has laboratories and other service sections and currently employs 100 people.

President Ilham Aliyev laid the foundation stone for a Central Hospital in Agjabadi region of Azerbaijan. A new 205-bed hospital facility will be built in Agjabadi on Husu Hajiyev Street on 4 hectares of land. The Head of State viewed photo stands reflecting the general layout and projects of the hospital.  Azeri Minister of Health Ogtay Shiraliyev told the President that the hospital will occupy 4 buildings and 3 additional blocks. A new hospital, according to the minister, will help answer the need for more medical care in the region. The hospital will have a Department of Obstetrics & Gynecology, Pediatric polyclinic, Diagnostics, Lab, Observation, Surgical, Resuscitation and Cardiological departments, conference hall and so on.

The President was also informed that the new Agjabadi hospital will also provide lifesaving care through a helicopter service. President of Azerbaijan Ilham Aliyev opened the newly constructed building of Chess School in Agjabadi. The Head of State cut the ribbon, symbolizing the opening of the two-storey building and toured it.

President was told the construction of the building started in June, 2010. The facility, whose total area is 483 square meters, got greenery, fountain and modern lightning system. Head of State viewed photo stands reflecting care and attention of national leader Heydar Aliyev and President Ilham Aliyev to development of sports, in particular chess and chess players.

The President also viewed classrooms and computer room here. President Ilham Aliyev was told chess players from Agjabadi garnered nearly 100 medals, diplomas and cups in republic tournaments over the last three years.

President of Azerbaijan Ilham Aliyev familiarized himself with the overhauled Culture House named after Yagub Mammadov in the country's Agjabadi region. The Head of State was informed the reconstruction of the Culture House started in January 2008. The President was told the House's around got greenery, decorative trees and flowering bushes. Modern lightning system has been installed here, as well.

The Culture House, with total area of 945 square meters, has guest and grim rooms and a 304-seat hall. The Head of State listened to "Sari Gelin" (The Yellow Bride) song performed by students of the House.

President of Azerbaijan Ilham Aliyev familiarized himself with Garabagh Mugham Centre named after Uzeyir Hajibayli in Agjabadi region today. The Garabagh Mugham Centre with a total area of 1.7 hectares was built in 2008. The center has 155 winter and summer halls. The Head of State laid flowers on a bust of the eminent composer Uzeyir Hajibayli. President Ilham Aliyev viewed the photo stand featuring care and attention of the national leader Heydar Aliyev, President Ilham Aliyev and first lady of Azerbaijan, head of the Heydar Aliyev Foundation, UNESCO and ISESCO goodwill ambassador Mehriban Aliyeva for development of mugham.

The 96 students from Agdam, Beylagan, Lachin, Kalbajar, Oguz, Barda regions of Azerbaijan study secrets of mugham at the Center. Aliyev listened to "Garabagh shikasta" performed by students of the center. The Head of State praised the work done here.

As a part of his trip to Imishli region, President of Azerbaijan Ilham Aliyev has inaugurated a new bridge built over the branch of the Araz River. Head of State viewed a scheme reflecting the technical indicators of the bridge. Transport Minister Ziya Mammadov told the President the construction of the bridge started in October, 2010. The bridge was built on the Bahramtapa-Bilasuvar highway. The facility is 230 meters in length and 12.5 meters in width. Then, the Head of State cut a ribbon symbolizing the opening of the bridge.

President of Azerbaijan Ilham Aliyev has visited several enterprises belonging to Azersun Holding in Imishli. The President first attended the opening of Green Land feed factory. The factory was built as part of the President's policy to develop entrepreneurship. The Head of State watched the production process. The facility created 80 jobs. Its annual production capacity will be 150 tons. The Head of State then laid a foundation stone for a sugar factory. The facility will occupy a total area of 7.5 hectares. Its annual production capacity will be 60,000 tons.

President of Azerbaijan Ilham Aliyev opened Imishli Olympic Sports Complex. The Head of State cut a ribbon symbolizing the opening of the two-storey Complex and toured it. Minister of Youth and Sports Azad Rahimov told the President the construction of the facility, covering 5 hectares, started in October, 2007 and ended in May, 2011. The complex includes universal sports hall, swimming pool, boxing, wrestling, chess, basketball, volleyball and conference halls, as well as football stadium, canteen and hotel.

The facility has been provided with necessary equipments. The Head of State viewed photo stands reflecting care and attention of national leader Heydar Aliyev and President Ilham Aliyev to development of sports in Azerbaijan and achievements of the country's sportsmen in international competitions. The President viewed performances of athletes, and then, met with local residents here. Residents of Imishli warmly welcomed the Head of State. The President made a speech at the meeting.

Addressing to the public, Aliyev congratulated the residents with the opening of the Imishli Olympic Sports Center. "I am confident that this excellent sports facility will well serve the athletes of Imishli. All conditions have been created here in order to engage in sports. I can say this is one of the most beautiful complexes among those that were opened in the country. The complex has large gyms, open spaces, closed sports halls, swimming pool and small hotel, as well as a very nice appearance. I am very glad that a wonderful Olympic sports complex was built in Imishli. I would like to reiterate that this complex is one of those that stand out for its beauty and functionality. This is the 31st sports complex in Azerbaijan. Some 31 Olympic Sports Complexes were built in the country in short period of time and the process is underway. New facilities are under construction in the country’s nine regions," he said.

Thus, President Aliyev said, Azerbaijan makes bold steps to develop sport and the Olympic movement. The president said if the initiatives voiced at the time were not implemented, there would be no conditions for holding such events. "Today, all conditions have been created for the organization of local athletes’ training and conduct of national and international competitions. It is planned to create a beautiful, modern sports facilities in each region," President Aliyev said.

"Our athletes make us proud. We have the Olympic champions, world and European champions. Moreover, we pursue a policy of ensuring mass sport. Children, adolescents and young people will train to improve their professional skills in such complexes and be physically healthy. We need physically and mentally healthy new generation. I am very pleased that the inflow to sports clubs increases and children, youth and teens come in sections for sports, exercise, and enhance physical health. At the same time, we see the result of involving children, adolescents and youth in sports in the successes at the international competitions. Particularly, we are infinitely pleased with the achievement of the Azerbaijani youth at the first Youth Olympic Games. The Youth Olympic Games were conducted at the international level for the first time. The Azerbaijani national team took the 11th place in the globally in these competitions. This is a great victory. It also indicates that Azerbaijan, in the truest sense of the word, is a sports power. It also suggests that the sports process is organized very properly here, youth, teens and children engaged in sports and adequately represent our country at international arenas," Aliyev said.

President Aliyev said measures should be taken so that Azerbaijani youth had been physically healthy, mentally strong, and loyal to the state and statehood and brought up in a spirit of patriotism. Azerbaijan pursues a very strong youth policy. "The national program for the Azerbaijani youth will be adopted in the near future. This program will reflect all the issues related to youth. The document will reflect solutions to specific questions relating to employment, healthy lifestyles of young people, creating jobs and sports. There will be taken additional measures to ensure activities of young scientists. A Youth Fund will be established. Youth centers will be built in Baku and regions. All this is reflected in our programs and we should ensure that sport further rapidly developed in Azerbaijan. At the same time, youth policy is and will be held at a high level in Azerbaijan," he added.

"When we see that our athletes become champions, raise our flag and our anthem sounds, each Azerbaijani citizen rightfully prides. This shows the strength of our country. Our country, as an independent country, is still young. But, the country is developing dynamically. Specific programs and projects are implemented in all areas. The second part of the State program on regional development is being realized. This program covers all regions. A plan of special events was created for each region and these plans are implemented. The program of Socio- Economic Development Imishli Region is also underway. Work is underway in all directions and social infrastructures are being constructed. A wonderful Olympic center and schools are constructed and repaired. The regional hospital’s overall repair has been launched. The hospital will be equipped with modern equipment. A large program of gasification will be implemented. The Imishli region’s all villages will be gasified by late 2012. Such a goal was set and I am sure that it will be executed. Appropriate instructions have been given on matters of land reclamation, drinking water, laying of sewer lines and they will soon be implemented," he stressed.

Other initiatives of social orientation will also be put forward, he said. A specific and very precise program is implemented to create jobs. "Today I attended the opening of several enterprises in the Imishli region. I attended laying a foundation stone of a new enterprise. One can say that construction of a large sugar plant here a few years ago was one of the major investments in Azerbaijan’s non-oil sector. Great amount of money was invested and a state-of-the-arts plant was built. At present, new plants are being built around this plant.

New initiatives related to modern processing industry are launched and realized in Imishli. Thousands of jobs are opened at these plants. As a result of measures to be adopted in the future, these plants will be expanded, their job functions will increase, and thus, we will increase local production, reduce our dependence on imports and open new jobs. That is the process in Azerbaijan is underway. More than 900,000 new jobs, majority of which are constant, have been opened over the last 7 years in the country. We know all the problems associated with unemployment, we are addressing and will address them," Aliyev said.

Reducing poverty, creating new jobs, strengthening the industrial potential, developing non-oil sector, implementing regional development programs - all these are key directions for us, and concrete results are observed in each of these spheres, he said. "Opening this beautiful and grand Olympic Sports Center shows Azerbaijan’s power. Developing the economy, we could solve social programs. Addressing social problems and improving life conditions of low-income population are always in the spotlight. As you know, the population’s debts for gas and water have been written off. Why? In order to remove the burden of this debt from the shoulders of those who are unable to pay. Other social programs are also implemented - a program of targeted social assistance. At present, concrete proposals to increase pensions and minimum wages have been made. In the near future we will see results of these initiatives," he said.

Aliyev said Azerbaijan pursues a strong economic and social policy. "Today our country lives and develops thanks to its own resources. Such development is unique throughout the world. Our economy has grown by 3 times over the past seven years. This figure has not been observed worldwide. Our development is dynamic, steady and comprehensive. Nevertheless, the country still has problems, and they are being solved. We will continue our policy in all directions. Additional measures are planned to develop the country and regions. We must take measures so that to provide every citizen living in Azerbaijan with a job, and salary meeting his/her demand. Perfect conditions are created for those who are engaged in business.

Otherwise, the private sector would not be developed. Specific measures are taken to develop private sector. Today, I got acquainted with activity of agricultural service base. By establishing the state company Agroleasing a few years ago, one can say we could greatly improve agricultural machinery provision. Now there is no deficit. So, we should actively work on each sphere and pursue a purposeful policy. The whole society should unite around this idea further to strengthen our independence and the economy, and ensure a good life for people. This is our policy. This policy will be further pursued," Aliyev said.

President of Azerbaijan Ilham Aliyev yesterday attended the inauguration of Agroservice branch of Agroleasing Open Joint-Stock Company in Saatli region of Azerbaijan. The staff of the branch welcomed President Ilham Aliyev. Addressing the inauguration, Azeri minister of agriculture Ismet Abbasov said that recently founded Agroservice branch of Agroleasing OJSC will play an important role in the development of agriculture in Saatli region.

The construction of Agroservice branch started in 2010. The facility which occupies a total area of 1 hectare consists of administrative building, repair shop, technical penthouse, fertilizer, pesticide storehouse and esplanade. A fully equipped branch employs 30 people.

President Ilham Aliyev was briefed on regional logistics storehouse of Agroleasing OJSC and construction details of Agroservice branch. The President was informed that currently the logistics storehouses of Agroleasing OJSC are operating in Sabirabad, Sheki, Jalilabad, Shamkir, Barda and Khachmaz regions of Azerbaijan. Agroservice branches are operating in 18 regions. This year 5 more Agroservice branches will start functioning.

President of Azerbaijan Ilham Aliyev has today arrived in the country's Saatli region, as part of his Mughan region tour. The Head of State started his trip by visiting a monument to national leader Heydar Aliyev in a park in the centre of the region.

As a part of his trip to Sabirabad region, President Ilham Aliyev today has become familiar with new apartments constructed for residents of Gasimbeyli village, who lost their homes after flood as a result of the rise of water level in the Kura and Araz rivers in May, 2010. The Head of State was told works to eliminate consequences of the natural disaster were underway in the affected areas. Some 74 apartments have been built in Gasimbeyli village. In general, 169 houses have been constructed for flood-affected people in Sabirabad region's Gasimbeyli, Yukhari Akhtachi, Muradbeyli, Asgarbeyli villages.

The Azerbaijani leader was told all necessary measures were undertaken to eliminate damages of the flood and to restore the infrastructure in the affected areas. The people who suffered from the natural disaster have been paid 10 million AZN as compensation.

President of Azerbaijan attended the inauguration of the 17th km stretch of Saatli-Musali-Marzali highway after the major reconstruction. Head of State was informed about the technical and economical indicators of the road. More than 20 thousand residents will use this road, which links 8 residential areas of Saatli.

Saatli-Musali-Marzali motor road will cut down a distance between the regions of Saatli and Imishli by 40 km. A 14.6 km of the road falls at Marzali village, while 2.4 km at Musali village. The road has a 16-centimeter-wide asphalt coat, trees, greens and sidewalks.

President Ilham Aliyev got acquainted with Gasimbeyli village school in Sabirabad region after major overhaul and refurbishment. The President met local residents, who welcomed the Head of State warmly. The Head of State posed for photographs with residents.

The President toured the school. Here, Aliyev was told the building was reconstructed over a short period. All conditions have been created in the school catering for 640 children and classrooms have been provided with all necessary equipments. One of the unique features of the school is its heating system. The school has also up-to-date sport hall, supplied with all facilities.

Azerbaijani President also was informed that several necessary measures were underway to strengthen material-technical base of the region's education system. Construction of secondary school catering for 240 children is underway in Yukhary-Akhtachi village. Welcoming the villagers, President Aliyev congratulated them on the opening of a new school.

"It an excellent school and we are creating good conditions for children. Also, I would like to congratulate you on the opening of a new road. It is only the first stage, as the road construction is underway. The first 15-kilometer section has been laid. Roads in several villages have been also laid, but the total road length is to reach 68 kilometers," Aliyev said.

"I know that a very bad road was one of the troubling issues of population living here. Therefore, relevant measures were taken and funds were allocated from the Presidential Reserve Fund. I would like to reiterate that this is only the first stage. All rural roads are being reconstructed in Azerbaijan. The process of road construction is under swift movement in Baku’s outskirts, the country’s most remote villages and areas. I hope that the region’s new leadership will successfully carry out this work.” Aliyev said.

He said all social and economic issues in the Sabirabad region should quickly be resolved. "Of course, additional funds will be allocated to this end. All tasks reflected in the state program of socio-economic development should be resolved. Basic infrastructure issues will be solved over the next few years. There is a great need for construction of schools. There are 84 schools in the Sabirabad region. They must be repaired and new schools should be built," President Aliyev said.

He said projects related to rural roads, drinking water and sanitation are being developed. "The gasification project is being developed as in all areas. The issue of natural gas supply to most villages of the region is on agenda. This issue is being addressed. The State Oil Company of the Azerbaijan Republic (SOCAR) is given appropriate instructions to address this issue soon within two years," Aliyev said.

The Gasymbeyli village was flooded as a result of mudslides and flooding in 2010. " I was told that over 1,000 houses have been destroyed or come to the emergency state in the Sabirabad region. The rehabilitation and reconstruction is underway and about 1,000 houses have been constructed. The process is still continuing. The main task here is to be ready for any disaster in the coming years. Bank protection work is being carried out to this end and this work should be even better. Even more extensive work must be conducted. Simultaneously, the construction and reconstruction of houses, schools and medical facilities should be conducted more rapidly. I hope the tasks here will be fulfilled," the president said.

President of Azerbaijan Ilham Aliyev attended the inauguration of the 15th km stretch of Sabirabad-Gasimbeyli-Narlig-Garagashli highway after recent major reconstruction. The Head of State was informed about the technical and economical indicators of the road.  The road, which links 17 residential areas of Sabirabad region, was reconstructed due to means provided by the President Reserve Fund after Kur and Araz Rivers flooded as a result of natural disaster. The Azerbaijani leader cut the red ribbon symbolizing the official opening of the road. The President then talked to constructors and gave certain instructions.
