Today, foreigners learn Russian, not only because it was the language of the October Revolution’s leader, but also for obtaining Russian citizenship. As described in the Regional Office of the Federal Migration Service, the need for citizenship in such place is not a new thing.
Last year, members of the Community Advisory Council of the Russian Federal Migration Service on Stavropol Territory proposed to open "Russian language testing center for foreign citizens" in Stavropol.
This proposal was supported by “Main Russian language testing center for foreign citizens” in Moscow and approved by the Federal Ministries of Justice and Education.
Until now, coming citizens had to visit similar centers such as the one located in Krasnodar, - FMS told the correspondent of Komsomolskaya Pravda. The Opening ceremony of the center was held within the celebration of the International Mother Language Day.
On that day, the first ten citizens willing to get the Russian citizenship passed speaking and writing test of Russian language.
According to the tested citizens, the procedure does not cause much difficulty, since the majority of citizens applying for Russian citizenship, speak Russian and can easily pass the test.
The tests are divided into several levels - elementary, basic, first, second, third and fourth certificate levels. So, if the foreigner passes the elementary level, it means that he will not loose his way and will be able to figure out how to get to a museum, library or station.
Test of the fourth certification level is usually given by those fluently speaking in Russian language. Visitors of Stavropol mostly include citizens from Azerbaijan (more than 25% of all foreigners), Armenia (15%), Ukraine (9%) and Uzbekistan (8.7%).
