Republic Prosecutor's Office and Emergencies Ministry release joint information about Synthesis Caoutchouc Plant blast

Balakishiyev is convicted on the Article 314.2 (technical negligence), Ikhtiyar Shahverdiyev and Matlab Shahmuradov were convicted on the Article 162.2 (violation of labour guarding rules) and 232.2 (violation of security rules) of Criminal Code.

The investigation proved that official letters were sent by Emergencies Ministry Sumgayit Fire-Fighting Department to the leadership of "Azerkimya" State Company, to its departments and Synthesis Caoutchouc plant to prevent possible explosions in the departments because of the equipment that was not used for many years.

But acting director or Ikhtiyar Balakishiyev neglected his duty and did not take necessary measures to prevent accidents in the plant and also did not show necessary exactingness for protection of the labour and guard technical safety rules by workers and engineers.

The investigation also found out two accidents happened in the plant in 2006 that resulted with death of one worker and injuring of two. The criminal cases were launched on Article 162 of Criminal code and accused people were convicted on this article.

Though some presentations were sent to the leadership of the plant to take measures and prevent the possible accidents in the plant, but as the result of it one more accident happened that resulted with the death of many people.

Centrifugal pump and transfer of raw material stooped suddenly in the evening shift in D-4A Butadiene Workshop of Synthesis Caoutchouc Plant of Azerkimya State Company on Dec. 29. At that time Ikhtiyar Shahverdiyev and Metleb Shahmuradov violated the demands of instructions of their job and sent machinist Shukufe Mustafayeva to the first corps to tell the other machinist Samire Shikhaliyeva to launch the pump.

Samire Shikhaliyeva launched the pump and the high pressure destroyed a part of pipe and it caused the blast.

The information says that Ikhtiyar Shahverdiyev and Metleb Shahmuradov broke the security rules and sent Gafur Aliyev and Antige Babayeva to the department. At present preliminary investigation of the case is underway.

At the same time the specialists of Emergencies Ministry and the State property Inspection department of Ministry of Social Protection of Population held inspections in the site. Sukufe Mustafayeva, 41, and Samire Shikhaliyeva, 53 died in the site. Gafur Aliyev, Antige Babayeva, Fikret Hasanov and Salam Ahmedov were hospitalized.

Gafur Aliyev died on January 1, Fikret Hasanov on January 6 in the hospital, APA reports.
