Events dedicated to “Clear weather” month held in Azerbaijan

On August 2012 events were taken place on the occasion of “Clear weather” month in the area of the Republic by the Regional Ecology and Natural Resources Departments of the Ministry of Ecology and Natural Resources together with the local bodies of the State Road Police of the Ministry of Internal Affairs which are held each year according to the joint action plan approved for the purpose of strengthening the control over the atmospheric pollution with motor vehicles connected with the fulfillment of the “State program on improvement of demography and human inhabitance in the Republic of Azerbaijan” endorsed by the decree of the President of the Republic of Azerbaijan dated November 11, 2004.

The objective of the event was the reinforcement of superintendence over contamination of the atmosphere with poisonous substances inside exhausts of automobiles, insurance of payment of damage inflicted, as well as taking of administrative measures against defendants.

The officers of the Ministry and State Road Police of Baku city conducted corporate examinations at 28 motor transport enterprises and transportation workshops in Baku city in order to supervise the conformity with the Law of the Republic of Azerbaijan “On protection of atmosphere” within the “Clear weather” month overview. As a result of the monitoring the amount of poisonous matters discharged into the atmosphere was found to exceed the normative level in 18 automobiles of 581 involved, penalties were imposed to these enterprises. During the raids carried out across the city streets and highways the quantity of poisonous substances discharged into the atmosphere was discovered to be more than the norm in 101 automobiles from 2623 examined, and administrative measures were taken against the drivers of those automobiles.

During the raids conducted in central streets and highways of Lankaran, Astara, Masalli, Lerik and Jalilabad the amount of toxic substances of 319 automobiles of 617 of them discharged into the atmosphere was revealed to exceed the norm which resulted with imposition of administrative measures upon the drivers of those vehicles by the employees of the Road Police Department.

Throughout the raids implemented in the central streets and highways of Gazakh, Agstafa, Tovuz and Shamkir the amount of inimical matters discharged into the atmosphere was found to surpass the norm in 88 automobiles from 518 involved, and consequently protocol was drawn up against the drivers of those vehicles, and administrative measures were taken.
During the raids conducted in the central streets and highways of the regions of Shirvan, Sabirabad, Saatli, Hajigabul and Salyan the amount of toxic substances discharged into the atmosphere was revealed to outnumber the norm in 118 automobiles from 217 checked, and the drivers of those vehicles were called to account disciplinarily.
49 petroleum engine automobiles from 350 under the balance of 8 motor transport economy in Sumgayit city were reviewed, and carbon monoxide was found to exceed the norm in 2 of them. During the raids carried out in the streets and highways of the city the amount of noxious substances discharged into the atmosphere was discovered to be more than the norm in142 automobiles of 150 examined, and consequently administrative measures were taken against the drivers of those vehicles.
The amount of inimical matters discharged into the atmosphere was revealed to exceed the norm in 105 automobiles from 380 individually examined in the regions of Guba, Gusar and Khachmaz, and the employees of the Road Police Service took measures against the drivers of those vehicles afterwards.
The amount of poisonous substances discharged into the atmosphere was found to surpass the norm in 218 automobiles from 367 individually reviewed in the regions of Goychay, Kurdamir, Zardab and Ujar, and measures were taken in accordance with the Law.

Raids were also implemented in the central streets and highways of the regions of ?mishli, Saatli, Beylagan and Agjabadi. During the raids the amount of noxious matters discharged into the atmosphere was brought out to be more than the norm in 581 examined automobiles, and consequently administrative measures were taken against the drivers of those vehicles by the officers of the Road Police Service.

During the raids conducted in Mingachevir city the amount of poisonous substances discharged into the atmosphere was found to outnumber the norm in 130 automobile from 249 involved in an examination in 4 reviewed enterprises, and claim have been raised against them. The amount of toxic matters discharged into the atmosphere was revealed to exceed the norm in 93 automobile from 177 individually examined, and administrative measures were taken against the drivers of those vehicles by the employees of the Road Police Service.

During the raids carried out in the regions of Balakan, Zagatala, Qakh, Shaki the amount of noxious matters was discovered to be more than the norm in 542 automobiles of 1799 involved, and the accused drivers were called to account afterwards.
During the raids conducted in the highways of Ganja city the amount of inimical substances discharged into the atmosphere was found to surpass the norm in exhausts of 60 automobiles from 318 examined, and subsequently the drivers of those vehicles were fined administratively by the police officers.
During the raids implemented in the regions of ?smayilli, Gabala and Oguz the amount of noxious matters discharged into the atmosphere was found to be more than the norm in 47 automobiles of 261 checked, and consequently an administrative penalty was imposed on the drivers of those vehicles.

During the raids carried out in the regions of Yevlakh, Barda, Tartar and Agdash the amount of inimical substances discharged into the atmosphere was revealed to exceed the norm in 91 automobiles of 157 involved, and the accused drivers were called to an administrative account.
During the raids conducted in the central streets and highways of the regions of Goranboy, Goygol, Dashkasan and Samukh the amount of toxic matters discharged to the atmosphere was brought out to exceed the norm in 91 automobiles of 577examined, and administrative amenability measures were implemented against the drivers of those vehicles by the officers of the Road Police Service.

The outcome of the examinations implemented indicated once again that contamination of the atmosphere with inimical substances inside exhausts of automobiles occurs as a result of a nonchalance of some motor transport enterprises and drivers of personal automobiles.
The employees of the State Road Police Department drew up reports administratively for imposing a penalty upon the drivers of the 2701 automobiles discharging pollutants into the atmosphere more than the admissible norm among the total 8860 automobiles reviewed individually during the raids conducted in highways.

Citizens, persons and legal entities were enlightened, and environmental publicity activities were carried out at institutions and organizations connected with the implementation of the event of “Clear weather” month.
