Methodology for reporting on torture mulled in Baku

A seminar on the methodology for reporting on cases of torture in detention has opened in Baku on Thursday.

The two-day seminar organized by the OSCE Baku office and the Ombudsman's apparatus, is attended by over 40 experts. The aim of the seminar is to teach the monitoring in detention facilities and reporting by persons attracted to the implementation of the National Preventive Mechanism.

Head of OSCE Office in Baku Koray Targay said at the opening of the seminar that the National Preventive Mechanism in Azerbaijan plays an important role in the prevention of torture and other cruel, inhuman and degrading treatment. He expressed the hope that the seminar will enhance efforts to protect the rights of prisoners.

Commissioner for Human Rights in Azerbaijan Elmira Suleymanova noted that Azerbaijan has joined the Covenant on Civil and Political Rights and this document does not allow torture. She also noted that changes have been made to the Azerbaijani legislation aimed at protecting human dignity.

At the seminar international experts together with representatives of NGOs will discuss the theoretical and practical measures to prevent torture, regional and international standards to prevent torture and other cruel, inhuman and degrading treatment, the types of monitoring places of detention, reporting on cases of torture, as well as rules of investigative working with detainees.
