The Azerbaijani Education Ministry appealed to the government with a request to permanently keep benefits provided to young teachers in high-altitude rural schools, Ministry’s Executive Office Head Ilham Pirmammadov said.
In 2010, the Cabinet of Ministers decided to facilitate mortgage loans for young teachers to help increase the influx of young professionals and graduates to rural areas. Individuals receive a stipend of 40 manat per month in addition to their salary for signing a three-year contract. Anyone who start career in secondary education institutions at a distance of more than 20 kilometers from the regional center get 70 manat more within three years. Moreover, one-time assistance is envisaged to cover travel and transportation expenses, as well as transportation of equipment and improvement of teachers' terms.
"These benefits are provided to them for the period of three years and then they are cancelled. As a result, the teachers retire and return back and this negatively affects the quality of work. Therefore, we asked the government to provide these benefits on a permanent basis,” he said.
