It is impossible to deprive country of right to join NATO and CSTO: Former Assistant to U.S. president

06 October 2009 [16:44] - TODAY.AZ
A possible union of the NATO and the CSTO should not deprive others of the right to join, which is one of the points of agreement on the union of the organizations, Zbigniew Brzezinski, Former Assistant to U.S President Jimmy Carter said.
"If cooperation is the aim of a possible treaty between the NATO and CSTO, then it is impossible to deprive other countries of the right to join one of these or both organizations," Brzezinski said in an interview with Russia's magazine "Echo of the Planet."

Earlier, in the New York Times' article, Counselor for the Center for Strategic and International Studies Brzezinski proposed alliance's union with the Collective Security Treaty Organization (CSTO) as a strategic step for the development of the NATO. In exchange of this, there must be an agreement with Kremlin to allow the countries with no place in any block, to join both the NATO and the CSTO freely.

The theory of the NATO - CSTO union and any country's free entry into one or both organizations means a possible entry of Georgia and Ukraine into the NATO, against which Russia is categorically opposes, considering it a threat to its security.

Russia's unwillingness to be flexible in this regard can be viewed as evidence of its government's desire to use agreement for the division of spheres of influence, Brzezinski believes.

"If cooperation is the aim of a possible treaty between the NATO and CSTO, then it is impossible to deprive other countries of the right to join one of these or both organizations," Brzezinski said commenting on the question of probability that Russia will accept such an agreement.

It is impossible to predict how close this cooperation will be, Brzezinski added.

"Much will depend on the scope of cooperation in specific areas. The process of cooperation should develop naturally, in relation to the search for joint responses to security threats," Brzezinski said with confidence that big countries are not interested in joining the current "local NATO."
