Senior official of the Azerbaijani Presidential Administration believes that problems related to residence registration of voters need to be addressed in Azerbaijan.

"Registering citizens is a common problem in all elections in Azerbaijan. A voter must live at least 6 months in this or that area in order to be included in voters' list. It is impossible to create a permanent or temporary living database for citizens in Azerbaijan, which has 4.5 million voters," said Shahin Aliyev, the Head of the Legislation and Legal Examination Department of the Azerbaijani Presidential Administration, said.
Aliyev said only one address can be written on a citizen's ID card.
"But this does not mean that a citizen lives at this address. This problem must be addressed. One of the possible way outs from this problem in future could be placing e-chips in ID cards when they are changed. These chips could include relevant information," he said.
"The municipal elections are more a complex process, which hold more responsibility than the presidential elections and referendums. All over the world municipalities are seen as the schools of the state establishment. Each politician begins his political activity in municipalities. I want the citizens to approach the municipal elections with this in mind," Aliyev said.
Aliyev said number of candidates in the municipal elections is too large and this makes the process difficult.
"The number of complaints is too large. It is difficult to compare number of complaints in municipal elections with the number of those for other elections. If anybody has a proposal to improve the process of considering complaints in constituencies, he/she can apply to us," he added.
