Turkmen President Gurbanguly Berdimuhammedov's statement concerning appeal to the international arbitrage to solve the issue on disputable territories on the Caspian Sea with Azerbaijan was unexpected, head of Public Finances Monitoring Center (PFMC) Ingilab Ahmadov said.

"But even if the Turkmen government brings action against Azerbaijan, there will be no decisions that could infringe Azerbaijani rights," Ahmadov said.
He said that temporary freezing of resumed talks on cooperation between countries is the only negative consequence. These talks include Caspian status, joint development of existing fields, transport of Turkmen hydrocarbon and Nabucco project.
"The Turkmen government's decision is not in harmony with policy conducted by the Turkmen President concerning thaw in our relations," he said.
"It is not reasonable and does not coincide with Turkmen President's position for the last year or year and a half. It is also groundless from the viewpoint of the international law as operations on determination of Caspian status are being held parallel," Ahmadov said.
Expert said that joint exploitation of Kapaz field with Azerbaijan would give much more political, economic and geopolitical success to Turkmenistan rather than senseless dispute concerning who owns the field.
"There are international law and principles that must be complied with. There are difficulties because Caspian reservoir is special. So, everyone solves this issue in accordance with its own will. First, the Turkmen side must solve this problem," Ahmadov said.
