Armenian deputy FM accuses Azerbaijan of non-constructiveness

"The reason of the lack of a real progress in resolution of the Karabakh conflict lies in the non-constructive position of Azerbaijan", said deputy foreign minister of Armenia Shavarsh Kocharyan in his interview with Aravot newspaper.
"The Azerbaijani powers threaten to settle the conflict by force and at the same time sign document on non-application of force, reject existence of the "Madrid document" and state that they adopted this document, sit at the round table under the OSCE MG mediation and try to transfer the issue to other international instances.

Azerbaijan's non-constructive policy bothers the international community and under the influence of the mediators they are obliged to surrender their positions. This is proven by the adoption of the "Madrid document", signing of the Meindorf declaration and the Petersburg meeting which was assessed as positive", said Kocharyan.

He said "this country uses the negotiation process as a shield to present its opinion, which can not promote the issue settlement".

He considers that the Azerbaijani variant of the conflict settlement, envisioning autonomy of Nagorno Karabakh within Azerbaijan, is impossible.
