Local executive powers and officials of district election commissions must create all necessary conditions for free participation of the population in the referendum, said chief of department on the public policy issues of the executive administration of Azerbaijani President Ali Hasanov, speaking at the informative session for the heads of the regional executive powers and chairmen of the okrug election commissions.

"Administrative resources need to be used in order to prevent violations and interference into the voting process", noted he.

"Heads of local executive powers sometimes are too active during the elections, panicking only because there is a low activeness of the population. Ceryainly, transportation of the population on buses and other transport means to the polling stations is a positive fact, yet it should not go beyond the framework of laws", said Hasanov.

Chief of department of executive administration of the president called the non-interference into the activity of election institution among the main tasks of local executive powers.

"Today there is no need to protect interests of any candidate. The referendum differs from the presidential and parliamentary elections with that in this case people come to vote for or against introduction of amendments to the country's Constitution. This mostly facilitates activity of heads of local executive powers and OIC representatives", noted he.

Hasanov stressed importance of creation of equal conditions for the activity of all agitation groups.
