Novruz Mamedov: "Armenia must demonstrate wisdom and take a constructive position for the resolution of the conflict"

"The initiative of the Russian President may be effective", said Novruz Mamedov, chief of department of external affairs of the presidential administration, commenting on a statement of Russian President Dmitri Medvedev that a trilateral meeting of the Presidents of Russia, Azerbaijan and Armenia may be held in Russia soon.

Mamedov considers that Medvedev came to this conclusion by results of the talks, held with Armenian President in Yerevan: "If such a decision is adopted, the Russian President will make an official proposal and then we will voice a definite opinion.

Considering the ongoing processes in the region and the world, especially after the August events, it became clear that preservation of conflicts means preservation of the threat. Everyone is aware that in order to eliminate a threat once and for all, it is necessary to settle conflicts.

In this sense, I think it is time for the settlement of the Nagorno Karabakh conflict. Armenia must demonstrate wisdom and take a constructive position for the resolution of the conflict"

Commenting on the statement of President of Armenia Serzh Sargsyan about Armenia's readiness to continue talks on the basis of "Madrid principles" making the self-determination of Nagorno Karabakh possible, Novruz Mamedov answered that Sargsyan makes statements, considering his own interests.

"He is making such statements for the people, voters and his supporters not to blame him. "The Madrid principles" are not a part of the international law. This issue can be considered based on the international law and on Madrid talks. But if we speak about international law, the principle of the territorial integrity of the country is the most important.

During the talks in Madrid this issue was also discussed. Yet the Armenian president treats the issue differently, maneuvering and presenting everything as he wants. Naturally, we will never agree with it.

As President Ilham Aliyev said, Nagorno Karabakh conflict should be settled in the framework of the territorial integrity of Azerbaijan. The issue of the self-determination of Nagorno Karabakh Armenia can be considered in these frames. Today the whole world is aware of it. The territorial integrity of Azerbaijan is recognized both by Russia and all other countries of the world. There is no other variants for the solution of this issue".

Commenting on the information, spread before Medvedev's visit to Yerevan, according to which Russia demands from Armenia to withdraw its troops from Nagorno Karabakh and allow the deployment of Russian divisions, the representative of the presidential administration said no discussions in this connection are currently held with Azerbaijan.

"Deployment of any forces in the Azerbaijani territory without discussion of this issue with a country and without the official permission of Baku is out of the question", said Novruz Mamedov.
