Venice Commission secretary: "Laws are brought in compliance with European standards but not executed in Azerbaijan"

"I agree with the opinion on the activity of democratic institutions in Azerbaijan, fixed in the PACE resolution", said secretary of the CE Venice Commission Janni Bukikkio at a press conference in Strasbourg.
He noted that Azerbaijan is experiencing positive growth, but some problems still need to be settled: "The laws in Azerbaijan are brought in compliance with the European standards but the problem is that they are not executed. Particularly, shortcomings are obvious in the judicial sphere".

The Venice Commission secretary also noted that the new electoral code of Azerbaijan with the amendments introduced is better than the previous one.

"But it does not mean that the Electoral Code is perfect. It can not improved. The main issue now is how the code will be applied. The main problem of the electoral code is formation of election commissions.

Certainly, it is difficult to create an ideal election commission. I think the powers can be divided between the authorities and opposition before the best model is created.

At the same time he voiced confidence about just elections: "I am optimistic in this sense and I do hope the elections will be just and will be recognized by the entire world".
