Any conflict settlement depends more on its specific features, as well as the characteristics of the epoch and the region than on existence of any precedent.

The due statement was made by Vladimir Kazimirov, former co-chairman of the OSCE Minsk Group, deputy chairman of the Association of Russian Diplomats said.
"This complex of features influences the conflict no less than existence or absence of precedents", Kazimirov noted.
The uniqueness of any conflict does not, however, means the complete absence of common features or that any conflict is caused by the dilemma of two principles-territorial integrity and the right of the people for self-determination, the former co-chairman of the OSCE Minsk Group considers.
"This issue is often discussed on basis of the so-called case law and I consider that this factor is important enough", V.Kazimirov announced.
The diplomat noted that some theoretics adhere to the point of view, according to which these two principles never clash.
"The motivation of such a position is simple: the right of nations for self-determination is something internal, while the territorial integrity is an interstate concept", Kazimirov noted. He considers, however, that life turns out to be more complicated than such kinds of schemes.
"It is possible to say in case of the Garabagh conflict, that it emerged as an inner conflict and then evolved into an external one, therefore, the combination of circumstances are no less important than existence of precedents", the diplomat announced.
Speaking about the need to take account of the features of the time, the diplomat noted that no one will ever undertake to prove that the principle of territorial integrity won in the epoch of decolonizing.
"It would also be ridiculous to speak about this principle regarding the USSR collapse. If the Union countries got independence not on the basis of the territorial integrity of the USSR, the Union would never collapse", Kazimirov said.
