Parliament can pass amnesty act by autumn session

The session of the Working Group on Human Rights composed of representatives of authorities and rights activists discussed questions of granting amnesty act, pardon decree and other issues.

Rights activist, member of the Working Group Chingiz Ganiyev told APA the meeting in the parliament building was attended by President Office's law department's chief Fuad Alasgarov. Right activists raised questions like discharge of sick prisoners, declaration of amnesty, permitting some immigrants to return home, importance of new pardon decree.

"The member of the Working group, chairman of parliamentary standing commission for legal policy and statehood Ali Huseynov said the draft law on amnesty is being worked out now. Taking that into consideration, we suppose that amnesty act could be declared by autumn."

Right activists applied president to sign new pardon decree by the time the amnesty declaration is made.

Chingiz Ganiyev said new pardon decree is expected by June. He said the Working Group’s meeting was effective and this format is to be continued.
