PACE urges changes to Azeri free assembly law

The Parliamentary Assembly of the Council of Europe (PACE) has insisted that changes be made to the Law On Freedom of Assembly in Azerbaijan.

The Azeri authorities should request the assistance of the CE Venice Commission in improving the Law, head of the PACE election observation mission Leo Platvoet said following Saturday's re-run of the parliament poll in ten constituencies.

According to AssA-Irada, the PACE believes the Law gives disproportional discretion to local executive authorities in agreeing to accept requests for campaign activities and their venues, which undermines the principle of freedom of assembly. The Law should therefore be amended as part of the requested cooperation with the CE Venice Commission, Platvoet said.
