Ombudsman's activity discussed at MM

The issue on making amendments and additions to the law "On Ombudsman's activity" was discussed in the first part of Milli Majlis sitting yesterday.

Referring to the issue, the Chief of the commission for law policy and state institution Ali Huseynov said that the Ombudsman’s regional centers were established by the financial assistance of the UN Development Program (DP) in 2003, in order to promote the Ombudsman activity. The UN DP stopped funding this field in 2006, and recommended funding these centers from the state budget. The Head of State ordered to draw up a draft law on funding the Ombudsman’s regional centers by the state budget.

"AZN 38 thousand manats are needed to be allocated to the regional centers in Ganja, Sheki, Guba and Jalilabad," Mr. Huseynov said.

In her speech, parliamentarian Rabiyyet Aslanova highly appreciated the Ombudsman's activity.

Parliament member Fazil Gazanfaroghu said that the Ombudsman's Office functions as a postman.

He said that the office failed to become an authoritative human rights watchdog. "The commissioner for human rights cannot fulfill her duties," he said.

The offered additions and amendments to the draft law were adopted after the discussions.
The issue on adopting additions and amendments to some legislative acts regarding the application of the law "On mobilization and preparation for mobilization" was on the agenda. Referring to the issue, vice-speaker of parliament Ziyafet Asgerov said that the offered amendment is about involving local authorities as well as municipalities into mobilization procedure.

Parliament member Gudret Hasanguliyev said that the amendment to the bill has some shortcomings. "According to the amendment, if an official does not fulfill his duty during mobilization, he is fined in the amount of AzN 80-90 manats. It is not an effective punishment. An item of dismissal from post in this case should be included here," he added.

The draft law was adopted after the discussions. The issue on making additions and amendments to some legislative acts was also adopted later, APA informs.
