Andres Herkel considers President's decree to be positive decision

"The executive order on urgent measures related to the preparation and conducting of the parliamentary elections signed by President Ilham Aliyev is very positive," said Herkel.

He welcomed the fact that in the executive order were reflected recommendations of the pre-electoral Observation Mission which visited Azerbaijan in early October.

However Herkel is not satisfied with the timing of the decree: “I do not know why, but the decisions on important issues are made at the last moment in Azerbaijan," he said.

"In any case it is still a positive decree," Herkel said.
