Council of Europe expert group which is monitoring the Code of Conduct of Mass Media in the election campaign announced its second report yesterday.
Head of CE Information Office in Baku Ilgar Ibrahimli told that some changes have been observed since the first report, some mass media representatives phoned to the office and were interested in the criteria of the monitoring in order not to give way to violations.
Head of the group Zeynal Mamamdli informing about the results of the monitoring, stated that, the monitoring held on 26 September till 1 October covered 6 TV channels and 42 newspapers. The report states that AzTV and some newspapers have not ensured guessing paying election propaganda easily. Public TV and private televisions began to be careful towards guessing the “political campaign”. AzTV is leader for giving way to violations (120 times), “Lider” comes after it (63 times), and ANS had given way to least violations among televisions (3 times).
As for the newspapers, the newspaper “Ses” violated the commitments on unbiased, honest, and fact based articles most of all (35 times). The newspaper “Huriyyet” gave way to more violations if taken by percent (166%), newspaper “Azadlig” which ranked first for violation in the first report ranks 17th this time (53.1%). Newspaper “Gun Sahar” comes last with 6.12%.
The monitoring will last till 19 November and the report will be daily.
