
The rapid development of the Azerbaijani mobile communications sector requires the relevant legal framework regulating the telecommunications market, Azerbaijani Deputy Communications and IT Minister Iltimas Mammadov said at Teliasonera's "Mobile Communications and Social Development" Eurasian conference in Baku.
Mammadov said the country is working hard in this regard. Azerbaijan has already adopted a law on telecommunications that has allowed a number of challenges to be solved.
"Mobile operators working on the Azerbaijani mobile market have been facing some problems," he said. "The legal framework has allowed many problems to be solved. Proper regulation creates an opportunity for a more flexible pace of sector growth."
Regarding the mobile industry's regulation, it is a very complex process requiring the development of standards and the exploration of best global practice, he said.
"The country's leadership pays considerable attention to the ICT sector, and as a result, this sector is the second most profitable sector of the economy after oil," he said. "In the future, we still have high hopes for development based on ongoing projects."
Today, Azerbaijan is realizing the second phase of the "Electronic Azerbaijan" state program. Each chapter consists of real projects to develop the telecommunications sector throughout the country, he said. Mobile communications is at the forefront of this program, he added.
