Parliamentarians discuss bill on “Tourism”

The Parliamentary Committee on Labor and Social Policy Issues is discussing a bill on “Tourism”.

Head of the Social Legislation Department of the Parliament Adil Valiyev, addressing the discussions, noted that a number of issues remain open in the bill mentioning the issue of the recreational zones.

One of the major problems in the draft law is related to the issuance of permission for construction of such zones, according to the MP.

“The matter is who will supervise the construction. We need to come to a joint agreement with the Culture and Tourism Ministry, so that entrepreneurs have no additional problems with this issue,” he said.

Valiyev also noted that the article of the bill on tourism expertise should be prepared more concisely.

The draft law also requires amendments to the article on the State Tourism Register, according to him.

“There are certain problems with the online system. It is necessary that an appeal to the Registry service is made online, and then the activities of the applicants are checked,” Veliyev said, emphasizing the need for simplifying the process

The department head at the Culture and Tourism Ministry Mahir Gahramanov, spoke of the necessity to carry out coordination work to represent Azerbaijan's tourism opportunities as a tourist product.

“The invited Turkish experts noted that, in Azerbaijan like as in Turkey, it is necessary to present a separate document for the work of enterprises and an investment document for the start of construction for the development of recreational zones. We seek to reduce to zero the obstacles entrepreneurs face in this regard, increase the number of places of residence, expand the infrastructure, thereby develop the region and eliminate unemployment,” he said.

He noted that it is necessary to identify the places with thermal springs, and plan how they can be used. "However, these issues are not within the competence of the Ministry of Culture, but should be decided by the relevant structures," Gahramanov said, stressing that it is the ministry's responsibility to present these resources as a tourist product.
