Azerbaijan to create e-card of state real estate in 2011

Creating a single real estate cadastre system in Azerbaijan will cover all real estate objects in the country, as well as confirm their legal rights by the state. It will mean fixing these rights by citizens, Ramiz Guliyev, the director of the center on technical inventory and real estate cadastre under the Azerbaijani State Property Committee, said during a presentation of the created system.

"Creating a single cadastre system provides an opportunity for science-based management of real estate property. It contributes to its more efficient use," Guliyev said.

He said that a single cadastre system will be also used by relevant executive authorities, municipalities, legal and physical entities.

Registering the address is being developed within the single cadastre. At present, address cards of Sabail and Yasamal districts of Baku have been developed. The work on developing the address map throughout the country is conducted within a joint project between the Azerbaijani and Norwegian governments. It will be continued during 2011.

Guliyev said that about 15,000 state real estate objects are situated in the country. Developing the electronic card must be completed in 2011.

"Citizens and entrepreneurs also lose their property as a result of natural disasters. It increases the reasonability of establishing a system of insurance of real estate in Azerbaijan. The formation of such a system is also connected with creating a single real estate cadastre system," Guliyev said.
