
Russian law-enforcement bodies refused to hand over Elbrus Khalilov to Azerbaijan, who is accused of killing MP Igbal Aghazadeh’s relative and committing other grave crimes.
The representatives of the Azerbaijani Interior Ministry, who left for Russia to take Elbrus Khalilov to Azerbaijan, returned empty-handed. The Azerbaijani law-enforcers reportedly did not submit the necessary documents for the extradition of Khalilov, therefore the Russian side refused to extradite him.
Elbrus Khalilov was arrested in Belgorod, Russia. He was wanted by Sabunchu police office on article of desertion. Later, it was revealed that he had committed grave crimes.
Elbrus Khalilov is accused of killing Vugar Balayev, the employee of the foreign exchange office in Sumgayit on February 20, and wounding his father Ismayil Balayev. He is also accused of killing the soldier of the Defense Ministry and policemen in Haji Zeynalabdin Tagiyev settlement. Having killed the policeman, Elbrus Khalilov took his gun. The pistol used in the attack on the foreign exchange office on February 20 was proved to belong to that policeman.
Elbrus Khalilov committed grave crimes in Baku, attacked several foreign exchange offices and seized a large sum of money.
