Bill on domestic violence can not to be accepted in Azerbaijan

"The bills included in the agenda at the request of the Council of Europe and the United States should be seriously investigated before presenting them for discussion. First of all, we must understand the purpose of adoption of these bills. Sometimes these projects are put forward not with good intentions," deputy chairman of the committee on social policy of the Azerbaijani Parliament Musa Guliyev said.

Despite that in 2008 the Parliament of Azerbaijan discussed the bill on domestic violence, it was sent for revision.

According to the UN General Assembly's decision dated 17 December 1999, November 25 is celebrated as International Day for the Elimination of Violence against Women. UN, OSCE and the Council of Europe consider it important to adopt a special law to prevent domestic violence.

According to Guliyev, adopting certain projects may affect the statehood of Azerbaijan. "Despite that some projects are presented to discussion with good intentions, international organizations are doing this without taking into account our national characteristics," said the MP. According to him, Azerbaijan has its values, its own Code of Conduct.

"We can not blindly integrate into Europe, without taking into account our history and way of cultural development. Of course, democratic processes must be developed. But this process must be implemented in phases. Integration without national and moral values is unacceptable," Guliyev said.

According to the deputy chairman of the committee, given all these, it is possible to assume that the interference of the lawyer and the law in the life of Azerbaijani families may lead to its divorce. "If instead of the word of elder, the Azerbaijani family fights on the basis of the law, then, of course, this family will divorce, and we will not be able to prevent domestic violence," he said.

According to Guliyev, given all these, the discussion on bill on domestic violence was suspended at the committee. "Despite that over the past two years, the committee on legal policy and state building has been working on this project, presenting the document for discussion is unlikely. In my opinion, even if this bill is adopted, then introducing its provisions would not be possible. On the other hand , adopting this law could lead to the destruction of the family institution, formed in Azerbaijan for centuries. There is no need to hurry in this matter," said the MP.

Despite this, according to the deputy chairman of the committee, in Azerbaijan there is a need to prevent the facts of domestic violence. "Physical violence in the family is totally unacceptable. Family members should not use violence in relationships. It needs to think about solving problems not only by law, but in other ways," Guliyev said.
