Elchin Behbudov: "Though attempts are made to create normal detention conditions for prisoners in Azerbaijan, facts of torture still remain a reality"

According to him, repair works are conducted and normal conditions for prisoners are partially created. He said, however, that the number of facts of torture increases each year, which does not mean that force is applied to prisoners in these facilities.

"If normal conditions are not ensured for prisoners, these are also the signs of torture. But the facts of violence have also been recorded. I am currently holding inspections in almost all the cities and regions of Azerbaijan by results of which I will prepare a new report on torture", said Behbudov.
