President of Azerbaijan: "Through the past period the Constitutional Court of Azerbaijan has formed as an effective jural institution"

Through the past period of its activity the Constitutional Court of Azerbaijan has formed as an effective legal institution, says the congratulatory letter of President Ilham Aliyev on the occasion of the 10th anniversary of the Constitutional Court of Azerbaijan, according Interfax-Azerbaijan.

The said appeal was red by Fuad Alesperov, chief of department of presidential administration for work with law enforcement bodies at an international conference on "Execution of regulations of the Constitutional court as a key stage of the process of constitutional justice", on the jubilee of the Constitutional court.

"Through the past period the Constitutional Court has formed as an effective legal institution. It plays a great role in country's integration with European area and development of legal culture", says Aliyev.

President Aliyev notes that "the Constitutional Court should act in line with modern requirements and its decisions should be influential sources of law".

The President also considers necessary the expansion of international ties of the Constitutional court, which should in turn promote development of law in the country.

According to chairman of the Constitutional Court Farhad Abdullayev, creation of a democratic and jural state is not limited by adoption of the Constitution and appearance of all values, envisioned in the constitutional document is of great importance in this issue.

"Through 10 years, the Constitutional court has contributed to democratization and reformation in Azerbaijan by its decisions. Through the whole period of its activity the Constitutional Court undertook 150 decisions with 58 on individual claims", noted Aliyev.

In turn, the secretary of the CE Venice Commission Gianni Bukikkio reminded that the Constitutional Court in Azerbaijan was created from the zero level ten years ago.

"The Venice Commission has been with the Azerbaijani authorities since the beginning", said Bukikkio.

He noted that since the moment of CE accession in 2001 Azerbaijan has continued improvement of democratic process in the country.

The Venice Commission secretary noted that alongside with adoption of decisions by the Constitutional Court, their real execution is also important.

"The establishment of real democracy requires independent Constitutional Court. Its specific features demand strengthening of influence for the court independence not to be questioned", said Bukikkio.

He voiced readiness to provide any support to democratic development of Azerbaijan.

The conference is attended by representatives of the Constitutional Courts of a number of states, including Israel, Turkey, Ukraine, Belarus, Russia and Kazakhstan.
