High-ranking officer of Azerbaijan's Interior Ministry: "Elchin Behbudov should not tell the tales about tortures to become famous and popular"

On May 21 Today.Az has posted an interview with head of the Azerbaijani committee against torture Elchin Behbudov entitled "If such brutal tortures are used against a person, well-known in the country, the one who receives presidential scholarship, then what is done to ordinary citizens, detained by the head department on combat with organized crime under Azerbaijan's Interior Ministry?!", in which he comments on the announcement of Azerbaijani champion Ramal Amanov of his being tortured in the head department for combat with organized crime of the Azerbaijan's Interior Ministry.

In his interview Behbudov said:

"It is hard to find words for maximally diplomatic description of my state after I heard this news. Believe me, it is difficult to surprise me with announcements about tortures in the head department for combat with organized crime. I have repeatedly informed about what occurs in this institution.

But still I am shocked with this information!Yes, Ramal Amanov has not yet complained to me about the tortures. But this information was made public and I will do everything possible for punishment of those who are responsible for it and for informing the world about the lawlessness and atrocities, committed in the head department on combat against organized crime".

Further, he asks: "f such brutal tortures are used against a person, well-known in the country, the one who received a presidential scholarship, what is done to ordinary citizens, detained by the head department on combat with organized crime under Azerbaijan's Interior Ministry?!"

Chief of department for work with the staff of the Interior Ministry, police colonel Mehman Mehmanov said the following, commenting on the interview:

"The legislation on police bases on the Law on policy, Constitution of Azerbaijan and other standard legal acts of our country, as well as international contracts. The activity of the Azerbaijanu police is regulated on the basis of the demands of the said legislative basis, adheres to principles of supremacy of laws. In order to assess the activity of the police and interior bodies, it is necessary to study the powers and tasks of the police and only after that make substantiated announcements.

When reading materials about police, I recall the proverb "you heard the song but got it wrong".

Several years ago during the live program on ANS TV channel, I was participating together with the head of the Azerbaijani committee against torture Elchin Behbudov and hearing his announcements I could not help saying the following: "Please, do not tell tales".

After reading the interview with Elchin Behbudov, which is filled with rhetorics but is too far from the truth, I would say once more: "Elchin Behbudov should not tell tales about torture in order to become famous and popular".

In fact, the situation is simple. Entrepreneur Kanan Quliyev appealed to the Azerbaijan's Interior Ministry saying that on May 16 Vuqar Alekperov started to demand AZN 10,000 from him and after he was not given this amount he used physical pressure against Quliyev and his driver Ildirim Mirzayev and after that he took his car Toyota=Prado from Quliyev.

In the result, Alekperov was detained in the moment when $10,000 was given to him. In the moment of detainment, two of Alekperov's friends Ramal Amanov and Metleb Badalov were with him. Keys of the car, belonging to Quliyev and $10,000 given to him by the entrepreneur were found at Alekperov. The latter said where the car is and after that the car was returned to Quliyev. Later Amanov and Badalov were released.

Now, can the police be thanked for taking legal measures against people, in fact, using force against civilians?

All people, regardless of their rating, age, position and race are responsible before the law. If the participation of these persons in a crime is proven, is there s need for using tortures against them?

I would also like to note that the Foreign Ministry of Azerbaijan and chiefs of police are ready to cooperate with men of sense, which tell the truth. Let's not make announcements, which do not comply with the reality, thus undermining mutual trust".
