The indictment, received by Anatolian, said the men breached the law and "spent for their own and others' benefit ... institutional funds they handed to themselves".
Prosecutors are demanding prison terms of between one year and nine months to 11 years and three months in the cases against Ulusoy, former deputy chairmen Ata Aksu and Orhan Saka and former financial coordinator Haldun Kozakoglu.
The Federation declined to comment.
The case comes after allegations of match-fixing in the domestic league, which a Turkish prosecutor in August said he would not investigate as it was outside his jurisdiction.
No date has yet been set for the trial against the football executives. Reuters
