Azeris dead and injured in Moscow market collapse - UPDATED

The roof of a Moscow market collapsed early Thursday, killing at least 65 people and 29 are injured. Unknown number of people are still trapped under the wreckage.

As APA reports, Health Minister Ogtay Shiraliyev told journalists: "12 infured Azerbaijanis are being treated in different hospitals of Moscow now."

The Minister also added that the rest of people were in better health condition.

"President Ilham Aliyev had ordered to cover all hospital expenses by the Azerbaijani government. However, Russian Health Minister said they would cover all the expenses," Mr. Shiraliyev said.
 
Minister Shiraliyev also added that state would defray expenses for bringing the bodies of victims and mourning ceremonies.

The corpses of Azerbaijani citizens died at Basman market have been delivered to the country, Trend reports.

A cargo airliner IL-76, provided by AZAL state concern delivered 41 corpses to Azerbaijan on February 26, a day ago 3 corpses were sent to Baku, Nakhchivan and Georgia.

39 corpses are delivered to Ganja and two - to Baku.

Definite funds were allocated in connection with tragic incident. The corpses of the victims will be delivered to Azerbaijan by a special airliner. The families of the victims will receive appropriate financial assistance.

44 of all 65 people, died in that tragic incident, were Azerbaijanis.

Yesterday the Minister of Health Ogtay Shiraliyev and the Emergency Minister Kamaladdin Heydarov left for Moscow according to President Ilham Aliyev's instruction. The ministers were instructed to familiarize with the accident, to implement operative measures and to control transporting of dead bodies to Azerbaijan for burial.

The sufferers of the collapse have been identified.
 
According to the latest information, the death toll has reached 57. Though 40 victims are reported to be Azerbaijanis, they have not been identified yet. Most of the corpses are unidentifiable. However, 32 collapse victims have been identified.

At the instruction of the Azerbaijani President the government is seriously involved in resolution of issue evolved as a result of the roof collapse at the Basman market in Moscow on Thursday, Trend  reports quoting Abbas Abbasov, First Deputy Prime Minister, as stating on Friday.

Azerbaijan intends to organize the delivery of the corps from Moscow to Baku by AZAL special flight. The Azerbaijan Embassy will be involved in rendering the assistance relatives of all those died in a roof collapse in Moscow.

"The head of state instructed the government to provide necessary assistance to relatives of the Azerbaijani victims of the tragedy," Abbasov underlined.

57 people died in a roof collapse at Basman market, while 32 people got injuries. The rescue teams examined every places where people could be. But there are almost no chances to find alive people under the ruins.

As APA reports, according to the latest news, 21 Azerbaijanis were killed in the collapse.

8 people, suffered as a result of the roof collapse at the Basmanni market of Moscow, were delivered to city hospital 29, Trend reports.

Malidov G.A., Mammadaliyev K.F., Rahimov I., Safarova F.M., Mammadova F.R., Urinov A. were delivered to the hospital with different injures. They undergo necessary medical aid.

Two more people - Mansurov K.F. and Saidullayev were discharged from the hospital, the hospital said.

The All-Russian Congress of Azerbaijanis, Federal National Culture Autonomy of Azerbaijanis and Azerbaijani Embassy in Russia established a headquarters in Moscow because of the roof collapse at the Basmanni market, Mikayil Huseynov, the head of the department of the State Committee on Azerbaijanis Living Abroad, told.

Huseynov said that they contacted with the Diaspora bodies and the Azerbaijani embassy in Russia right after the tragedy. In accordance with the information received by the State Committe, the reason for the tragedy is snawfall on the reinforced concrete roof of the Basmanni market, built in 1970s. He noted that there were Azerbaijanis among the people died and injured as a result of the incident. According to Husseynov, the exact number of the victims is unknown, as the work on their identification still continues.

Huseynov reported that the Russian law-enforcement bodies worked on all supposed versions to reveal the reasons for the incident. The Russian Ministry of Emergencies, Ministry of Internal Affairs and other official bodies conduct investigation of the case and eliminate the consequences.

According to Husseynov, the State Committee takes necessary measures on attraction of necessary forces to help our compatriots.

Among the dead and injured during the collapse of the market roof in Moscow there are citizens of Azerbaijan.

"Death of three Azerbaijanis has been confirmed, however their names have not been yet identified", the Vice-President of the World Azerbaijanis' Union Djafar Hasanov said. He assured, the Union will help organize treatment of the victims and dispatch home the bodies of dead.

As Trend reports, the majority of the victims of the tragic incident were Azerbaijanis, as the major part of employees of the market were mainly from Azerbaijan. The Basmanni market was a wholesale establishment and many employees were at work places all night long. As of preliminary data, 14 people died and 17 were rescued. The Ministry of Emergencies currently conducts rescue work in the place incident. According to the director of the market approximately 40-50 people can be buried under the obstructions.

Employees of the market assert that the number of Azerbaijanis working in there comprise 200-300. He refuted any version of terror attack referring to Luzhkov.

The incident took place at 05.45am (Moscow time). The Prosecutor Office of Moscow instituted proceedings on the fact of roof caving at Basmanni market in accordance with Article 109 of the Criminal Code of Russia (causing death of two or more people due to carelessness) and Article 293 of the Criminal Code of Russia (negligence), Anatoliy Zuayev, the Prosecutor of Moscow, told journalists. Zuayev said that three versions were under consideration: violation of exploitation rules of the building, security guidelines not to be implemented by the management of the bazaar, as well as mistakes in designing the building. Luzhkov said that the building of the market was built in 1975.

The number of dead, according to the latest data, reached 21, 24 people have been injured.

As ANS informs, it was unclear how many people were in the Bauman market in eastern Moscow when the roof collapsed at 5:20 a.m., the duty officer at Russia's Emergency Situations Ministry said. The official, speaking on customary condition of anonymity, said the toll could have been worse had the collapse occurred while the market was open for business.

Moscow city prosecutor Anatoly Zuyev said up to 40 people could still be trapped in the wreckage, the RIA Novosti news agency reported. The news agency said at least 10 people were injured. Investigators believe heavy snow on the roof caused it to collapse, the emergency official said. A wet snow had fallen in Moscow for much of the day Wednesday and overnight.

The head of the Emergency Situations Ministry, Yuri Akimov, told state-controlled Channel One television that survivors were using mobile phones to help rescuers find them. Rescuers were also using sniffer dogs.

"It's still not possible to use heavy equipment to sort through the wreckage, since there are living people there," Akimov told Channel One.

Russian media said the entire roof, covering an area of about 2,400 square yards, had fallen onto the market stalls. The only people in the building at the time were municipal and market workers. Russian media said up to 15 had been hospitalized.

Bakish Zamanov, representative of Azery Embassy told ANS it was unclear whether Azeris are among dead or injured.

Interfax news agency said the market had been designed in the 1970s by Nodar Kancheli, the same architect who drafted the plans for Moscow's Transvaal water park, where the roof collapsed in February 2004, killing 28 people. Prosecutors have blamed that collapse on design flaws.
