Georgian parliament adopts Charter of Freedom

The Georgian parliament adopted the "Charter of Freedom" with 81 votes in favor.
The Charter’s author is the chairman of the opposition faction "Strong Georgia" Gia Tortladze. He said that the adoption of the Charter of Freedom will decrease external threats to the country.
The Charter includes two bills on "Lustration" and the "Patriot Act".

The purpose of the Charter of Freedom is to stay in line with international principles and norms of attacks on the basis of national security, terrorism and crimes against the state.

The bill "Lustration" envisages establishment of restrictions for officials of the former secret service officers of the Soviet Union and the former top officials of the Communist Party and Komsomol. These people cannot work in government agencies.

The "Patriot Act" envisages protection of strategic buildings and structures, control over borders, goods imported into Georgia, and major financial transfers.

It is planned that a single database of the Interior Ministry will include all strategic facilities - airports, ports, metro, bridges and public places.
